Can i remove the wireless card from my notebook, and install it in my desktop pc?

Is it normal for wireless signal strength to vary by the second?
I have a simple netgear wireless router. I find that the wireless signal detected by laptops etc varies from excellent to nil and drops out every few minutes. This means that any VPN session I am using has to be restarted every few minutes. Is this normal and can I do anything about it?
